Born on 8 May 1961 in Surat, Mukesh Dalal holds Bachelor of Commerce, LLB and MBA degrees. He took membership of BJP in 1981. After this he took membership of Surat District Cricket Association Committee. He was elected councilor from Adajan-Pal-Palanpore area of Surat Municipal Corporation from 2005 to 2020. During this period he served as the Chairman of the Standing Committee of the Corporation. Apart from this, Dalal contributed to the leadership of the party as BJP Secretary of Surat City for three years.

He has also served as director and then chairman of Surat People’s Cooperative Bank. During this, he also showcased his long experience in the field of finance and administration. Dalal was made a candidate in the Lok Sabha elections for the first time. He is one of the new faces of BJP in Gujarat. He was chosen to replace sitting MP and Union Minister Darshana Jardosh. This happened when eight candidates withdrew their candidature from the Surat parliamentary seat on Monday and a day before that, the nominations of two Congress candidates were cancelled. The last date for withdrawal of nomination for Lok Sabha elections in Gujarat was April 22.
